In reply to your letter of the 2nd instant, I am directed by Lord Granville to request you to inform the Earl of Rosebery that his Lordship concurs in accepting the course open ... are seen to be the best. Lord E. has par. of 7.0. Al. to ht. O' Conor here. This oft. may be said without complicating the issue with the Chinese Minister at this juncture.
It is proposed to address the Chinese Minister at this court, consenting to the Opium Agreement of 18th July last being put in force without waiting for the formal exchange of the Ratifications.
